    [Meta-Evaluation for the ODA Projects in

    Renewable Energy Sector]

    Nov 2018 ~ May 2019

    The comprehensive performance analysis of the selected six KOICA renewable energy projects and the end-of-project evaluation of "the renewable energy provision to electricity-isolated rural areas in Myanmar" project were implemented for 6 months. The evaluations were conducted based on the OECD DAC evaluation criteria considering the cross-sectoral issues such as gender equality, vulnerable group, and environmental impact.

    The evaluation team derived ideas to establish key approaches, project planning checks, and performance management methodologies when conducting KOICA international mid-&long-term renewable energy cooperation projects.

    [Integrated Planning for the Project “Construction of Frequency Regulation System with Battery ESS Package in Senegal”

    The Korea Institute for Advancement of Technology[KIAT] planned the integrated planning projects for energy infrastructure in developing countries. BAKELA and KEPCO KDN consortium implemented investigation and designing projects for construction of the frequency regulation ESS package in Dakar, Senegal. The total fund amount was USD 21,000 for 5 months. 

    [Planning and Feasibility Study on hybrid energy plants and microgrid project in Honduras, Paraguay and Colombia]

     

     Nov 2019 ~ Dec 2019

    Honduras, Paraguay, Colombia and Inter-American Development Bank requested Korea Institute for Advancement of Technology (KIAT) to develop Hybrid Energy Plants for their electricity isolated area.

    The feasibility study (FS) team, comprised of TOPINFRA, BOSUNG POWER TECH and BAKELA, implemented the FS and drafted project plans. 

    BAKELA analyzed stakeholders, core problems, and targets to develop the logical framework and the consortium continued the FS: Technical, economic, social, cultural, environmental impact study.

     

    The consortium finalized the project with the hybrid energy plants designs for three countries.

    Honduras:  Green Energy Island project in Guanaja, BI, Honduras (USD 15Millions),

    Paraguay: Renewable-based microgrid development project for Bahia Negra the                           Republic of Paraguay. (USD 10millions)

    Colombia: Green energy electrification project for ETCR peacekeeping in                                             Pondores, Colombia (USD 10millions)

    [Detailed Planning for the Project “Peak Reduction ESS Supply in Sri Lanka”]

    The Korea Institute for Advancement of Technology[KIAT] planned ODA projects for energy infrastructure in developing countries. Bakela and Hyosung Heavy Industries consortium developed the detailed planning for the Peak Reduction ESS Project in Sri Lanka, which will improve unstable electric power system during the peak time. The total fund amount is USD 51,000 for 6 months.   

    [Detailed Planning for the Project “Construction of Microgrid in Republic of Mozambique”]

    The Korea Institute for Advancement of Technology[KIAT] plans ODA projects for energy infrastructure in developing countries. Bakela and Hyosung Heavy Industries consortium develops the detailed planning for construction of microgrid project that will enhance  access to energy in rural areas of Mozambique. The total fund amount is USD 51,000 for 6 months.

    [Study on Project Design / Automotive Remanufacturing & New Parts / Economic Evaluation Factor for Technical Center in Myanmar]

    Jeonbuk Institute of Automotive Technology consortium studied the feasibility on international cooperation programme which is to build a technical center for remanufacturing automotive part in Myanmar funded by the Korea Institute for Advancement of Technology (KIAT). The total financial size is around ten million dollars and the programme duration is approximately 36 months. Bakela provided the factor review for economic evaluation and  review service on project design matrix.

    [Establishment of Manual for Implementing Industry and Energy ODA]

    As the ODA budget of the Ministry of Industry in Korea, which is led by KIAT, had increased more than 7.6 times compared to the beginning of project (2012), KIAT's ODA project actively supported the localization / qualification process of Korea's industrial technologies in developing countries.

    The KIAT Industrial / Energy ODA Manual was developed to continue to co-grow with developing countries and to contribute to Korea's industrial ODA implementors as a respected and welcoming model in the international community. Based on the measured results, it is easy to explain how to go forward together to sustainably cooperate and economically & socially grow.

    [Planning for the ODA Project for “Railroad Subsystem in Vietnam”]

    BAKELA consortium including KOREA RAILROAD, which is a government owned enterprise, planned ODA project to enhance capacity on the Vietnamese railway safety. BAKELA provided the project design and result management plan.-

    [Study on Emission Reduction Policy on the Automobile Exhaust Gas in Thailand]

    BAKELA studied current situation of automotive industry, national policies, and technical regulations and navigated proper ways that Korean government and corporates can contribute to reduce emission generated by vehicles in Thailand.

    [Study on Current State of Engine Generator and Engine Remanufacture Industry in Thailand]

    BAKELA had investigated and researched information(current status, issue, policy and project by government, market, etc.) on engine generator and engine remanufacture industry in Thailand for preliminary work of KATECH to advance the Thailand’s market.

     

    [Feasibility Study on Construction of Technical Support Center for Shipbuilding and Marine in Vietnam]

    BAKELA established the logical framework of the project “Establishment of the foundation for the reliable utilization of LNG” as analyzing solutions for the core problem based on the results of discussions and researches between Vietnamese government and the Korea Marine Equipment Research Institute (KOMERI). BAKELA implemented the feasibility study on economic, environmental, social and cultural aspects of the project.

    [Preliminary Planning for “Vietnam Railway(Track) Safety Enhancement Capacity Building Project”]

    BAKELA designed the project goal, outcomes, outputs, activities and inputs in line with the analyzed solutions addressing core problem as cooperating with a Korean expert(s) and local experts from Vietnamese government. BAKELA established the preliminary feasibility study methodologies and time management plan.

     

     

    [Detailed Planning for the Project “Indonesia Digital Manufacturing Innovation Center (DMIC)”]

    BAKELA analyzed the core problem in the Indonesian manufacturing industry from the injection molding to the final product through the communication with the local government. BAKELA established the methodology and timeline to implement the preliminary feasibility study.

    [Detailed Planning for the Project “Supply of Wastewater Treatment Facility for Textile Factory in Bangladesh”]

    BAKELA and HANYANG ENG consortium designed and suggested the ODA project to the KIAT(Korea Institute for Advancement of Technology), which is under the Ministry of Industry, for contributing development of Bangladesh on water pollution section. 

    By installing wastewater treatment facility to textile factories in Dhaka, it is expected to discharge purified water from textile factories to river in Dhaka/reduced water pollution of river in Dhaka/improved welfare of livelihood/improved capacity of relevant Bangladesh Government Institution on monitoring and of relevant private institution on operating of facility.

    For that, this ODA project was carried out as preliminary work by investigating, researching, studying, etc., for five months by subsidy USD 16,000 out of a total USD 56,000.

     [Detailed Planning for the Project “Establishment of Automotive Parts Technology Center and Pilot Supply in Paraguay”]

    Korea Automotive Technology Institute(KATECH) and BAKELA conduct a feasibility study of ODA project, funded by the Korea Institute for Advancement of Technology(KIAT), which plans to establish automotive parts technology centers in Paraguay for strengthening Paraguay’s competitiveness in automobile manufacturing sector. Project budget is around 18 million US dollars and project period is 5 years (2022~2026). BAKELA reviewed the economic, environmental, social, and cultural feasibility of the project and revised the Project Design Matrix.

     

    ENVIRONMENT


    [Joint Technical Assistance of Pollution Management in Myanmar]

    Jun 2018 ~ Dec 2018

    The World Bank and Korea Environmental Industry & Technology Institute with the cooperation of the Government of Myanmar implemented a project that will improve the pollution management systems in Myanmar. The total fund amount was two hundred thousands US dollars from both the World bank and KEITI for 6 months. BAKELA was responsible for the situation analysis, stakeholders analysis and problem analysis.

     

    [Formative Study on Master Plan for Environmental Improvement in Developing Countries] 

    Jul 2018 ~ Jan 2019

    The Korea Environmental Industry & Technology Institute planned the master plan setup projects for environmental improvement in developing countries. BAKELA and SOKN consortium developed a target country & field selection methodology and enabled KEITI to determine final candidates for master plan programme with consideration of the safeguard. The total fund amount was 98 million KRW  for 6 months. Bakela developed the screening and approaching methods which KEITI secures a potential master plan project for 2020.

    [Detailed Planning for the Project “Improvement and Dissemination of DPF and CNG Technology for Old Diesel Automotive in Colombia“]

    The Korean Automotive Technology Institute planned the official development assistance programme in the industrial sectors with the governments of developing countries. Korea Institute for Advancement of Technology (KIAT) funded approximately 7.3 million dollars for the project in the duration of 36 months. Bakela conducted a feasibility study: stakeholders analysis, logical framework matrix composition, project input & assumption analysis, and cost effectiveness study.

     

    BAKELA consortium studied the feasibility on Official Development Project funded by Korea Institute for Advancement of Technology(KIAT) for establishing technical center to build technical capacities on DPF(Diesel Particulate Filter) and CNG(Compressed Natural Gas). BAKELA assessed an economic & social feasibility and proveded a logical framework and result management plan.

    CLIMATE CHANGE


    [Construction of Hybrid Power Plant in Bogota USME, Colombia]

    Topinfra Co., Ltd. Consortium implements ODA project, funded by the Korea Institute for Advancement of Technology(KIAT), which constructs  hybrid power plant in Bogotá, Colombia for providing stable clean energy to the public in the project site (Bogotá, Colombia). Project budget is around 11 million US dollars and project period is 3 years (2020~2022). BAKELA manages the performance of the project and conducts an invitational training for Colombian officials.

    [Preliminary Planning for the Project “Construction of Gas Engine Power Plant in Senegal”] 

    May 2020

    BAKELA and HANYANG ENG consortium designed and suggested this ODA project to the KIAT(Korea Institute for Advancement of Technology), which is under the Ministry of Industry, for contributing to development of Senegal on energy section. 

    By installing natural gas power plant, it is expected to supply power to the target area/developed productivity on livelihood, industry, etc./diversified power resource in Senegal. For that, this ODA project was carried out as preliminary work by investigating, researching, studying, etc., for five months by subsidy USD 5,833 out of a total USD 20,833.

     

    [Preliminary Detailed Planning for the Project “Construction of Gas Engine Power Plant in Senegal”]

    The Senegal government tries to expand the use of natural gas over the country. Replacing the imported heavy oil to natural gas may effectively bring the environmental safety and economic efficiency in terms of energy use. BAKELA studied the long-term plan and procedure to use natural gas in Senegal government and facilitated to explore candidate project sites.

    [Project for Supporting Supply Electric Vehicle and Substantiation of EV system use in Indonesia]

    Metropolitan cities in Indonesia are exposed to chronic traffic problems and air pollution. In the long run, transportation infrastructure needs to be improved to relieve traffic problems, but one of the realistic and quick ways to introduce it as it is a national activity that takes a very long time is to introduce electric vehicles that rarely emit air pollutants in the city center. BAKELA conducted problem analysis and alternative analysis for air pollution mitigation in large cities, and accordingly, established a plan to monitor the project objectives, indicators for measuring performance, and performance.

    [Detailed Planning for the Project “Small Hydropower Construction with Micro-grid in Bhutan”]

    The Consortium of KHNP(a government owned enterprise) and Woosun E&C proposed small hydropower and micro grid system to villages for electrification on the marginalized community in Himalayan alpine, Bhutan. We expect to achieve the goal of a reliable and sustainable access to energy (SDG.7) in Bhutan. BAKELA provided an environmental and social feasibility study and planned the project design in terms of result-oriented management. 

    AGRICULTURE


    [Evaluation of Agricultural Projects in Saint-Louis, Senegal]

    The Korea International Cooperation Agency implemented two agricultural projects of developing agricultural school and developing breeding technology & seeds supply system. It is also implemented value chain development project concentrated on the irrigation and cultivation. The main principles of the evaluation are to find the connectivity among the KOICA’s historical, present and future agricultural projects in Senegal by analyzing the sustainability of each project. The consortium, BAKELA and Global Civic Sharing, found very important successful factors that the agriculture school sustainably and independently develops its curriculum and programme, and the national agriculture institute can independently develop the new varieties of crops.
